对符合下列要求的，直辖市、市、县人民政府建设（房地产）主管部门应当在三个工作日内办理房屋租赁登记备案，向租赁当事人开具房屋租赁登记备案证明：
To meet the following requirements, the competent department of construction (real estate) of the municipality directly under the central government, municipal and county governments shall handle the house rental registration and record within three working days, and lease the registration certificate of the lease to the leased party.
（一）申请人提交的申请材料齐全并且符合法定形式；

（二）出租人与房屋所有权证书或者其他合法权属证明记载的主体一致；

（三）不属于本办法第六条规定不得出租的房屋。

申请人提交的申请材料不齐全或者不符合法定形式的，直辖市、市、县人民政府建设（房地产）主管部门应当告知房屋租赁当事人需要补正的内容。
If the applicant's application materials are not complete or inconsistent with the statutory form, the competent authorities of the construction of the municipality directly under the central government or municipal people's government should inform the parties of the house lease that they need to make up the correction.
